'Dear All' seems a good way to start. 'All' ıs used here as a pronoun, so ıt doesn't matter that ıt's not a noun.
Your request mıght appear less brusque ıf you then asked 'I wonder ıf I mıght trouble you to complete the attached questıonnaıre...'
Reply:''Dear All' is quite common in e-mails, but please note that it's also very informal (some argue that it's because ''all'' is not a noun). ''Dear Everyone'' sounds a bit silly to me, but I've noticed on some forums where people discuss English grammar that this term is preferred because ''everyone'' is an indefinite pronoun.
I'd go for ''Dear Users'' if I were you.

Depends on how formal or informal you want to keep the tone of the email.
Reply:When my boss sends group emails he puts 'Dear Each'. I'm not sure what the correct term is.
